Alberta producers are accelerating activity in the Clearwater formation, a conventional oil play that enables faster production compared to traditional oil sands projects. From January to June 12, Alberta issued 1,764 drilling licenses, the highest for the period since 2014, with nearly 20% targeting Clearwater—the largest share on record. This shift reflects a strategic pivot toward quicker capital deployment and production timelines.

Companies Raise Budgets Amid Production Optimism

Tamarack Valley Energy secured 89 drilling permits this year, 37 more than the same period in 2025, with 80 focused on Clearwater. The company sold its Charlie Lake assets for C$804 million and increased its 2026 capital budget to C$430-450 million. Headwater Exploration raised its budget to C$250 million from C$185 million, citing an oil price outlook of $78.85 per barrel and projecting 10% production growth. Clearwater output has surged from 30,000 barrels daily in 2017 to approximately 230,000 in 2025, with 1.6 billion barrels still recoverable.

The rapid scalability of Clearwater operations could enhance Canada's ability to respond to supply disruptions and price volatility, potentially stabilizing energy markets.
