The survey, conducted between June 10 and July 7, captured a temporary lull in fuel prices following a 60-day US-Iran agreement on shipping safety, before renewed conflict pushed energy costs higher again.

The net business confidence reading rose to 8% from -4% in Q1, while a net 12% of firms expect economic conditions to improve over the next six months. However, capacity utilization slipped to 90.8% from 91.2%, and a net 10% of firms reduced staff in the quarter, with a net 3% planning to cut investment amid election uncertainty and geopolitical risks.

The key takeaway for markets lies in the survey's inflation metrics. Over 50% of firms reported higher costs, up from 37% in the prior quarter, while a net 41% successfully passed on costs through pricing. This dynamic signals persistent inflationary pressures despite the temporary fuel price relief, complicating the Reserve Bank of New Zealand's (RBNZ) path toward easing monetary policy.
